On Role of Culture and Arts Higher Education Institutions in Creation of Digital Library Systems

Abstract
The article is devoted to actual problem of digital library systems’ introduction in Russian Higher Education. The author offers a possible solution through the direct participation of universities in the creation of digital library systems. It also defines legal, organizational and technological conditions for such participation.
