On the Inter-Regional scientific-practical conference “Vladislavlev Readings” held on April 16—17th, 2009 in the Belgorod State Institute of Culture and Arts. The conference was devoted to I.Gulbinskiy (Vladislavlev), a well-known bibliographer, bibliologist, bibliognost, journalist, and member of the USSR Union of Writers.
