Кто виноват? Генеалогия англо-американской модели национального библиотечного обслуживания

По мере того, как все большее число англоязычных государств на африканском континенте добивались политической независимости, они пытались создать национальную библиотечную службу, которая из своего центра в столице развивала бы публичные библиотеки на местах — в провинциях, регионах и пр. Такая модель национального библиотечного обслуживания, считавшаяся англо-американским наследием, подверглась повсеместной критике как один из факторов, замедляющих развитие публичных библиотек в Африке. Исторически она представляет собой пример колониального и постколониального влияния. Хотя сама идея бесплатной публичной библиотеки, безусловно, имеет англо-американские корни, физически публичные библиотечные структуры не имеют английских или американских предшественников. Поэтому не известно, кого следует благодарить или винить за эту идею. В статье рассматривается ряд сомнений, возникших, в частности, при изучении документов Семинара по развитию публичных библиотек в Африке (Ибадан, 1953). Можно ли приписать широкое распространение этой модели в англоязычной части Африки влиянию некоторых знаменитых библиотечных специалистов, семинара в Ибадане, органов ЮНЕСКО или ИФЛА? Скорее, ответ нужно искать в условиях колониальной ситуации, процесса деколонизации, холодной войны и концепций развития того периода.
