Abstract

There are summarized the results of RLA activities for twenty years and designated the development vectors for the nearest future. The Library Capital of Russia’2016 became Kaliningrad.

Abstract
There is reviewed the Draft Bill, prepared by the Ministry of Culture of the Russian Federation, providing for introduction into the one of the basic Federal laws in the field of librarianship “On Legal Deposit Copy of Documents” the concept of “Electronic Copy of Printed Publications”, relating to the types of documents included into the Legal Deposit Copy. Special attention is paid to the proposal to significantly reduce the number of the hard copies of legal deposit publications to be sent to the largest libraries of the Russian Federation and other organizations.

The author considers the library as assembly of collections of texts on different media, as well as location and method of communication with the past. In turn, the nature of communication determines the existence of library as a way of organizing the spiritual experience of mankind.

Abstract
There are described the concept and organizational practices of preparation and conducting the International Professional Forum “Book. Culture. Education. Innovation” (“Crimea’ 2015”). There is presented the main program of activities of the 22nd International Conference “Libraries and Information Resources in the Modern World of Science, Culture, Education and Business”, as well as reflected the structure of meetings, discussion forms, online interactions. There is revealed the content of the presented materials, held discussions and exchanges of views. There are marked the significant events of the Forum: Special event devoted to the Day of Russia, the Day of the Ministry of Education and Science at the Crimean International Forum, the Constituent Meeting of the “National Association ‘The Libraries of Future’”.

Abstract
The article analyzes the results of survey of 1357 employees of the Russian Universities. The aim of the study is to identify various aspects of use of library resources and services, as well as to reveal the degree of satisfaction with the work of libraries. The survey results are presented for the sample as a whole and by specific groups of respondents, selected by the place of work (employees of the leading and metropolitan universities) and by preferences in the use of new formats of resources (only working with electronic resources or their subset - licensed resources). It is concluded that the users highly appreciate the work of libraries in general, however demonstrate the need for improvement in the use of licensed resources: the need for the new search services, new forms of library support when using these resources and the opportunity to work with them outside of the University premises. Abstract
There is proposed the new method of automated subject classification in a full-sized natural rubricator, that can be applied to ultra short texts. The method is based on the use of the adopted classification decisions, borrowed from bibliographic records. The solutions found are specified by the information received from the classification system, and generalized by different ways. There are considered four options for obtaining classification decision, which differ by the number of failures and the proportion of incorrect results. There is demonstrated successful method for subject analysis of titles of works by LBC divisions. There are considered the problems of bibliographic catalogue and classification system, reducing the result. There are presented possible negative consequences of using automated classification for the quality of bibliographic catalog.

Abstract
The article describes the history of appearance of the Baron Ginzburg Collection in the holdings of the Russian State Library. This Collection of Jewish and Arabic books and manuscripts of Baron Ginzburg is considered to be one of the treasures of the Russian State Library. The manuscript part of the Collection consists of 1913 units of the 14th - 19th centuries. In 2010 the Prime Minister of Israel Benjamin Netanyahu during his official visit to the Russian Federation raised the issue of transfer of the Ginzburg Collection to Israel “as a reciprocal gesture of good will” (the building of St. Sergius Metochion in Jerusalem was returned to the Russian Federation at the end of 2008). The search of documents relating to the fate of the Baron Ginzburg Collection in Russia held in the Russian archives produced unexpected results. After the First World War the Society of Friends of the Jewish National and University Library in Jerusalem (JNUL), created in London, got interested in the Ginzburg Collection. At the beginning of the 1920s representatives of JNUL claimed that Baronesse M. Ginzburg had been paid in advance and there had been drawn the act of purchase and sale of the Collection. However, they did not submit any documents which could confirm the version of sale of the Collection. By that time books and manuscripts were nationalized as scientific treasures and got held at the Rumyantsev Museum. The Museum leadership and Soviet Jewish community objected the idea of transfer of the Collection. Director of JNUL G. Leve appealed to V. I. Lenin, to A. Lunacharsky, the People’s Commissar of Education, and to other leaders of the Soviet Russia to solve the matter concerning the transfer of the Collection to Jerusalem. The request was supported by the famous scientist Albert Einstein. His letters to A. Lunacharsky are published for the first time.

Abstract
There is discussed the change of the pattern of reading due to transition from the model of “Education in early life” to the model “Education throughout life”. Fractional education modifies the curriculum, what leads to the imbalance of reading roles. Thus, classic literature, which is the custodian of cultural and moral values of society, occurs on the fringes of education. Pupils and students are barely acquainted with the modern literature, which is necessary not only for socialization of individual, but also for the formation of such mental action as inference. Purposeful training to reading strategies in the classroom at all subjects makes the process more efficient and frees up time for the accompanying study of the subject of reading. The model of “Reading throughout life” is complemented by “Reading in all spheres of life” model; it is assumed acquaintance with the texts of different genres, styles, types, and kinds. Reading of girls and boys is different. The article provides examples from studies of the Russian Association of Reading, as well as practical recommendations on organization of reading of boys using the materials of Russian and foreign studies.

Abstract
The article discusses the Samara period of life and activity of the outstanding Russian genealogist, publisher and bibliophile M. N. Likharev (1879-1952). In 1924-1926 he worked as an authorized agent of the office of announcements “Engine” in the newspaper “Economic Life” (in the department of the Volga Federal District) and he was an employee of the publishing house “The Sower of Truth” as well. The unique collection of books, periodicals and manuscripts of the repressed scientist is nowadays stored in the Central State Archive of the Samara Region.

Abstract
The article describes the establishment and work of the library system in the Stavropol region in the 1920-ies. There are shown the development trends of librarianship, its general features and peculiarities in the region. There was determined the impact of adverse factors (crop failures and famine) on the formation of local library network. There is given the quantitative characteristics of the libraries of Stavropol, Stavropol province and county. For the first time there is tracked through the libraries the diversity of language cultures of Stavropol.

Abstract
The article investigates an important stage in the development of Azerbaijan bibliography at the end of XIX - the beginning of XX century. It was a period of rapid development of book publishing, periodicals issuing, development of scientific and professional societies in Azerbaijan. All that processes were accompanied by the development of bibliographic activities. In the latter half of the XIX century there took place intensive accumulation of Oriental manuscripts and printed sources in the Russian cultural centers, particularly in St. Peterburg, Moscow and Kazan. A lot of valuable culture and art objects came to Russia from Azerbaijan. Despite the significant advance in the development of bibliographic resources of Azerbaijan, the work on their formation did not become a systematic activity. It was caused primarily by the lack of state policy in that area. There was also lack of the potential personnel, engaged in library and bibliografic activities at the professional level.

Abstract
The article gives the general description of the activities of the Russian libraries for the blind in the direction of tourism for persons with disabilities. The material is based on the results of a national survey “Accessible tourism and special library”, initiated by the Stavropol regional library for the blind and partially sighted. It is noted that accessible tourism questions are relevant to 20-25% of Russian libraries for the blind. However, the author points to the identified problem areas related to both: the practical and theoretical side of the question, in particular, the necessity to specify in detail the definition of accessible tourism. In the first part of the article there is described the purpose, stages, methods, and tools used in the course of work. In addition, this work presents the results of analysis of questionnaire data. The second part presents the key findings, briefly discusses the possible future work in the studied areas.

Abstract
The author considers some technological approaches to the formation of sub-stock of standards of the collection of normative production practical publications ofthe Russian State Library using the example of technological processes of modeling, acquisition, recording and allocation of sub-stock. There is given the characteristic of standard as a type of document, there are presented its general features, and identified and characterized specific features of the standard: uniform title, category, urgency, type differences, status, upgradability, mobility, consistency. It is shown the influence of some specific features of standard on technological processes modeling, acquisition, recording and allocation of sub-stock of standards. There is proposed and grounded model of acquisition of substock of standards. There is described the technology of actualization process of sub-stock of standards. There are identified specific features of recording of separately published standards, collections of standards, standards on CD-ROM carriers.

Abstract
Let’s start with the following statement: there is literature, writers and active readers in Samara. And it’s not only and not so much about libraries, bookstores, and professional literary critics, not about the sensational arrival of Frederic Beigbeder or relatively regular visits of metropolitan poets. It’s about the fact that in Samara, as in any other place in Russia, there is a lot of writing and reading people. Among them, there are a number of people creating interesting literary projects, because people, having serious and great interest in literature, sooner or later, reach the others, the same, and as a result, many people know many, and if you take the chain, our city is a big literary environment. Thanks to it, there appeared Samara Literary Festival, a new project that generates interest to the books and reading.
