Abstract
The article describes the problems of contemporary policy of Russia in the sphere of culture: public status of culture, recognition of culture as a powerful integration potential of society and a source of creative development of individual. There are analyzed the results of the Year of culture in Russia. There are outlined the main directions of theoretical and expert activities, related to the development of the conceptual basis and regulatory mechanisms of strategic management in the field of culture. It was shown that the achievement of compliance of the developed model of cultural policy with the cultural image of Russia is a long way which was started by the Year of culture.

There is retrospectively assessed the Federal law "On Librarianship" in connection with 20th anniversary of its enactment. There is given the comparative analysis of the basic Federal law and the preceding library legislation in our country. There is described significance of the law and its role in the future development of the Russian libraries.

Abstract
The article is devoted to the annual research and practical conference "Digital Age of Culture". Held for the thirteenth time, the event is traditionally one of the most important for librarians, specialists in the sphere of information technologies, representatives of science and culture. The Forum participants discussed the modern ways of preserving the cultural heritage of Russia, the development of a unified concept of development of informatization in libraries, museums, archives and universities. Special attention was paid to the problems of quality of digital content, to the recent developments of algorithms of information search and to the discussion of acute problems of copyright law.

Abstract
The article analyzes the document flow for the period of 1901-1916 years in the database of GPNTB of SB of RAS «Siberian and Far Eastern Book (1790-1917)». There are presented statistical tables of the development of Siberian book publishing by years, publication location, printing houses. There are shown capabilities of bibliographic database as an electronic tool for bibliometric studies on bibliology.

Abstract
The article discusses the republican and municipal target-oriented programs enacted in the Udmurt Republic in 1990-2000 with the aim of preserving the cultural heritage of the region, the revival and development of the native language, encouraging publication of children's and youth books. The Programs «Memory of Udmurtia», «Children of Udmurtia», Program for Implementation of the UR Law «On the State Languages of the UR...», «Children of Izhevsk» and «Memory of Sarapul» enriched the repertoire of the Udmurt children's books.

Abstract
In 2014 all over the country there was conducted a large number of events associated with the beginning of the World War I. The Russian State Library could not overpass this tragic date as well; furthermore, the Library Collections contain a large amount of documents and photo-materials related to this subject. In November, 2014 in one of the RSL Exhibition Halls there was opened the Exhibition «The World War I (1914-1918) in the Documents and Photo Materials from the Collections of RSL», to which this publication is dedicated.

Abstract
The article highlights history, goals and objectives of the Library of Cinema Art named after S. Eisenstein, opened in 2008, the first in Moscow and in Russia specialized public library for cinema art, which was formed on the basis of library of cinematographers, dating from 1934. Over the past six years the Library of cinema art named after S. Eisenstein became a modern multifunctional center, playing an important role in the cultural life of the city.

Abstract
The article considers the development trends, various approaches and methods of evaluation of efficiency in foreign libraries. Special attention is given to the method of determining the profitability of investments in the library activities or in the value of library. Abstract
The Russian State Library (RSL) on October 23, 2014 hosted the first of the last twenty years the All-Russian Research and Practical Conference, devoted to one of the most important components of librarianship: «Scientific and Methodological Activities of the Libraries of the Russian Federation: Current Issues of Theory and Practice». The conference took up the baton of the Annual Meeting of the Directors of Federal and Regional Libraries, just finished their work. This has enabled many of the library managers to take an active part in the discussion of current problems of methodological practices.

The article describes the collections of the Russian State Library, involved in creation of the exhibitions dedicated to life and works of the Poet. There is described formation of exhibits for travelling exhibitions in Stavropol Regional Universal Research Library named after M. Lermontov and Kemerovo Regional Scientific Library named after V. Fedorov.
