There is reviewed the fundamental understanding of the national bibliography, as well as special features of the development of its resources at the present stage. There are stated characteristic features of the Russian model of National Bibliography. There are analyzed the species composition and the condition of the domestic resources of the national retrospective bibliographic information. The article outlines the main prospective directions of the resources development on the basis of cumulation and retro-conversion of the current national bibliographic information and the national bibliographic repertoire resources.

There is considered the problem of modernization of the directions of bibliographic activities of the modern libraries in connection with the wide distribution of network information technologies and emergence of the new method of bibliographing resources - Internet-Webliography. There are described the advantages and disadvantages of Webliographic products. There are put forward the proposals on creation of Web-catalogue, on establishing coordination and cooperation of libraries in the development of Webliographic products, on the possibility of providing Webliographic services to the customers in DOR and IRI mode.

There is presented the analytical review of the large-scale cultural event - II Cultural Forum of the Regions of Russia (Moscow - Yakutsk, September 25, 2015). The author focuses on the topical themes of the content of the scientific and practical conference, where there are covered in different aspects the issues of the regional cultural policy. Among the topics of the Forum: Implementation issues of the “Fundamentals of the State Cultural Policy in the Russian Federation”, state of the civil society, of the area of education and culture, of the prospects of strengthening of the Russian language, of ensuring independent quality assessment and social auditing, of the development of managerial resources in the sphere of culture, etc. Participation in the Forum work of 800 scientists, experts, members of Public chamber of the Russian Federation and the Public chambers of the Subjects of the Russian Federation, the Ministry of culture of the Russian Federation, Heads in the sphere of culture and education, representing 56 Subjects of the Russian Federation, provided the depth and versatility of the discussion.

The article is devoted to the genesis, formation and development of the remote library services that do not require presence of the user in library premises and do not have spatial, status and time constraints. It is substantiated the use of the term “Remote Library Services” and given its definition. There are presented the service forms through which the remote library services operate: access to full-text resources, including electronic subscription, virtual inquiry/reference, presentation of exhibitions, presentations, Internet conferences, etc. on the websites of libraries. Special attention is paid to the access services to full-text documents. There are described some of the problems of implementation of the remote library services, primarily, related to the copyright.

The article is devoted to the topical problem of interaction of the electronic library systems (ELS) with the electronic information and educational environment (EIEE) of the higher education institutions. The current Legislative Decrees in Russia interpret ELS and EL as interchangeable terms, where the ELS term is specified (as opposed to EIEE). The analysis of several ELS, conducted by the Universities of culture and arts, has revealed considerable shortcomings, among which there are the significant cost of connecting to the systems and the low quality of specialized content. For universities of culture and arts there is offered the solution through organization of bi-directional interaction between the electronic resources, created by university professors, and electronic resources available to the students of these universities. There is described the experience of practical application of the model in the period of 2012-2014, as well as outlined perspectives for its further development through monitoring of the structure of book supply of the University according to certain parameters.

There are analyzed the conditions of the authorized placement of works for hire in the electronic (digital) library and maintenance of the collection databases, created in the status of works for hire. There are reflected the specific features of management of these network resources, considering the changes in the Civil Code of the Russian Federation.

The article describes the history of appearance of the Baron Ginzburg Collection in the holdings of the Russian State Library. This Collection of Jewish and Arabic books and manuscripts of Baron Ginzburg is considered to be one of the treasures of the Russian State Library. The manuscript part of the Collection consists of 1913 units of the 14th - 19th centuries. In 2010 the Prime Minister of Israel Benjamin Netanyahu during the official visit to the Russian Federation raised the issue of transfer of the Ginzburg Collection to Israel “as a reciprocal gesture of good will” (the building of St. Sergius Metochion in Jerusalem was returned to the Russian Federation at the end of 2008). The search of documents relating to the fate of the Baron Ginzburg Collection in Russia held in the Russian archives produced unexpected results. After the First World War the Society of Friends of the Jewish National and University Library in Jerusalem (JNUL), created in London, got interested in the Ginzburg Collection. At the beginning of the 1920s representatives of JNUL claimed that Baronesse M. Ginzburg has been paid in advance and there has been drawn the act of purchase and sale of the Collection. However they did not submit any documents which could confirm the version of sale of the Collection. By that time books and manuscripts were nationalized as scientific treasures and got held at the Rumyantsev Museum. The Museum leadership and Soviet Jewish community objected the idea of transfer of the Collection. Director of JNUL G. Leve appealed to V. Lenin, to A. Lunacharsky, the People’s Commissar of Education, and to other leaders of the Soviet Russia to solve the matter concerning the transfer of the Collection to Jerusalem. The request was supported by the famous scientist Albert Einstein. His letters to A. Lunacharsky are published for the first time.

The article is devoted to the reconstruction of the history of the most northern Russian Publishing House “Apex”. There is described step by step diversification of the activities: from the book trade and issue of the newspaper - to local history research, publishing books on local history, local history almanac, organizing annual scientific conference on local history, creation of regional public organization.

There are presented the main events of the 28th Moscow International Book Exhibition-Fair, summarized the results of the competitions, described the speeches at the round table “Book and new formats: the role of modern technologies in formation of the literary space in Russia”, provided analytical overview of the results of the book forum.

There are actualized the issues related to the role of reading circle, family and private libraries in the formation of personality. There is also paid attention to the student libraries, the data on which can be obtained from the printed catalogues preserved in the collections of the Russian State Library and other libraries. For the illustration of possible impact of textbooks on historical disciplines over the subject matter and content of works there are considered the early works of S. Yesenin: “The Legend of Evpaty Kolovrat, Baty-Khan, Colour of the Three Hands, Black Idol and Jesus Christ, Our Saviour” (1912), “Martha, the Governor’s Wife” (1914), “Mikola” (1915) etc. The approach, proposed by the author, can be applied to the analysis of works of other writers, as well as in considering the period of personality development and formation of the views of cultural workers, politicians and scientists.

120th anniversary of the great poet of Russia S. Yesenin was celebrated by the entire literary world. The Russian State Library organized several events devoted to this date, which are described in the article.

The article is devoted to the history and development of the Library at Tobolsk Diocesan Brotherhood of St. Demetrius of Solun, the Glorious Great Martyr. There are used different archival and literary sources, allowing to determine the place of the Library in the history of development of the region.

There are described the distinctive features of the World Library and Information Congress: the 81st General Conference of International Federation of Library Associations and Institutions (IFLA) held on 15-21 August, 2015 in Cape Town (South Africa). There are shown the main trends in the development of international library community through the prism of Draft of the New IFLA Strategic Plan.

There is described the role of the Multifunctional center, operating on the basis of Kaluga Regional Special Library for the Blind named after N. Ostrovsky as a powerful system of providing public and municipal services to the population, allowing comprehensive development of library and integration of person into social environment. There are listed information services provided by the library for population of city and region, as well as presented a diagram of the results of the first year of work of the multifunctional centers based on the regional research, municipal and special libraries and conducted the analysis of service quality in this development area.

There are highlighted the topical issues discussed at the Round table “Work of Libraries with the ‘Federal List of Extremist Materials’: Interaction with the Executive Authorities and the Law Enforcement Agencies”, which took place on 15 September, 2015 at the Centre for Social and Political History of the State Public Historic Library of Russia.
