Abstract
The article is devoted to the International Research and Practical Conference “Rumyantsev Readings - 2016”, held at the Russian State Library (RSL) on April 12-13, 2016. The event was attended by over 300 experts from 12 countries. Live webcast of the plenary session made possible for several hundred participants to virtually take part in the event. Within the frames of the conference there were conducted the Plenary Session, seven Workshops (“Theory and Practice of Bibliographing. Abstract
The article is devoted to the problem of development of typology in library science. There are presented the basic meanings of the “type” concept. There exist two approaches to its understanding: practical (pragmatic, ontological) that is often used in everyday life, and scientific (theoretical, logical), more legitimate in professional practice and science. In library science “classification” and “typology” concepts are used in parallel, sometimes considered to be equivalent synonyms, but there is a substantial difference between them. There is analyzed and presented in a table correlation between “typology” and “classification” concepts. There is discussed the development of problem of library typology in the national and foreign library science. There are presented parameters of library activities proposed by the library scientists to be the type forming criteria. Development of electronic libraries, that has become commonplace today, led to the problem of finding place for them in typological schemes or creating their own typology. There are highlighted two key parameters (criteria of classification): sphere of servicing, maintained social activities and area of interaction with the user. It is justified importance of the development of the problem of library typo-logy for the theory and practice of librarianship. Development of criteria for grouping and structuring the libraries will help the orientation in library and information space, improvement of the requirements and approaches to the management of library institutions, training of experts in different library and information areas.

Abstract
Collection development circumstances change due to the active use of online electronic resour-ces. The notion of “acquisition” extends not only to the library’s own collection, but also to remote access electronic resources. The forthcoming of new acquisition objects and new acquisition methods in the electronic environment has broadened the traditional acquisition process. Materials acquired to the library’s own collection and licensed by the library have different forms of storage and methods for providing users’ services. The method of dividing the collection in a temporary and permanent parts based on the form of documents’ ownership is considered, and the properties of documents related to the temporary collection - aggregation, chronological characteristics of material availability, renewability, legal conditions - are described. Online electronic resources features affect the properties of a temporary collection, such as reliability, dynamics, selectivity. Traditional acquisition processes have been replaced by the new processes - licensing, maintenance of financial documents for payment of services on access, registration of licensed online electronic documents. Nowadays the libraries should transform the collection development processes in terms of working with remote access electronic resources.

Abstract
The Library for Natural Sciences of the Russian Academy of Sciences (LNS RAS) heads the Centralized Library System (CLS), including about 100 libraries of the academic institutions. There are considered the main directions of information services for scientific research, using the example of LNS. Special attention is paid to the formation of the collections for CLS, formation and communication of secon-dary information to scientists, provision of primary information. New network acquisition technologies, summary internet catalogues, current information dissipation and some other network services based on LNS RAS software are being described. There are presented technological solutions for these directions, using the example of Bibliobus and Scirus automated systems, developed in LNS RAS.

Abstract
The article discusses the characteristic features of the manuscripts - monuments of the Old Russian bibliography - indexes of texts for canonical worship readings, composed in the largest old Russian book center - the Kirillo-Belozersky monastery in the second half of 16th - first half of 17th century. Unlike analogous monuments of the Old Russian monastic literature created in other monasteries, indexes from St. Kirill’s monastery are known in more than ten copies. The author studied manuscripts of Kirillo-Belozerskoe, Sofiiskoe and Main Collections in the Manuscript Department of the National Library of Russia, including manuscripts introduced into scientific circulation for the first time. The author specifies different versions of these indexes in the manuscript collections of the 16th-17th centuries, and concludes, that there were no less than three different versions of indexes in monastery, and they have been created during approximately one century (starting from 1560s). The tradition of compiling indexes in St. Kirill Belozersky cloister is different, when comparing with indexes from Spaso-Prilutzky, St. Iosif Volokolamsky and St. Antony Siysky monasteries.

Abstract
Children’s book of Russian expatriate communities is the understudied phenomenon in the history of book publishing of Russian emigration. The article studies the book publishing and book supply among children of refugees in Finland in the period of 1917-1940. There is determined the circle of children’s writers, as well as the genres and thematic varieties of children’s books. There are outlined the main problems in the study of themes of publications and spreading of children’s books abroad.

Abstract
Review of the scientific auxiliary Bibliographic Index “Domestic Bibliographers and Researchers in the area of Bibliography Science: Index of Documentary Sources and Literature on Life and Activities, 1917-2014” [1]. In the review there is highlighted the uniqueness of the publication, performed in the new genre of polybiobibliographic Index of the documentary sources published in the period of 1917-2014. It is noted that the major part of the Index is compiled of 954 personal “nests” of the Russian bibliographers, beginning from the eighteenth century to the present time, regardless of the extent of their popularity. Moreover, there is given structural and substantial analysis of the methodical features of the guide, specified criteria for selection of material, analyzed its advantages and noted some shortcomings.

Abstract
The article is devoted to the 70th anniversary of B.R. Loginov, Director of the Central Scientific Medical Library of I.M. Sechenov First Moscow State Medical University. Congratulations to one of the leaders of the library development in Russia were forwarded by the colleagues from Federal and Regional libraries of our country. There is acknowledged contribution of B.R. Loginov to the process of informatization of public libraries in Russia. Among the projects developed and implemented under the guidance and with the active participation of B.R. Loginov there is underlined the particular significance of the National Information and Library Center LIBNET.

Abstract
The article is devoted to the private book collection of the famous traveler V.K. Arsenyev, stored in Vladivostok in the holdings of the library of Society for Study of the Amur Region. This collection is the best on the regional history in the Russian Far East. Of the particular historical value are the numerous notes of the owner and autographs of persons, related to him.

Abstract
On the basis of archival documents of the Russian State Military Historical Archive there is analyzed reorganization of the printing plant of the Land Noble Cadet Corps, executed in 1768, and its consequences. There are considered the questions of organization of printing production and book trade, relations with the authors and private clients, the economic viability of the printing plant in the late 1760-ies - early 1770-ies. The revealed data allow to assert that during that period the printing plant of the Land Noble Cadet Corps retained its significance as an important center of production and dissemination of secular printed book.

Abstract
On the basis of archival documents stored in the holdings of the Russian State Library (RSL) there are studied the issues relating to the condition of the Rumyantsev Museum in the period between the February and October Revolutions of 1917. The revolutionary events gave impetus to the discussion at the Council of State Rumyantsev Museum (SRM) of its tight situation, as well as proposals of staff employees on its reorganization and allocation of the Museum Library as an independent institution. Presented debates had an impact on further development of librarianship and museum work in the country after the October Revolution of 1917.

Abstract
There is presented compilation of three articles published on the IFLA website: Information on the release of IFLA Statement on the Right to be Forgotten [1]; IFLA Statement on the Right to be Forgotten [2]; Reference material “Background: The Right to be Forgotten in National and Regional Contexts” [3]. The “Right to be Forgotten” refers to an individual’s ability to request that a search engine (or other data provider) removes links to information about himself or herself from search results. IFLA’s Governing Board has approved Statement on the “Right to be Forgotten” jointly drafted by members of the IFLA Freedom of Access to Information and Freedom of Expression (FAIFE) committee and the Copyright and Other Legal Matters (CLM) committee. The Statement highlights crucial issues (the integrity of and access to the historical record, freedom of access to information and freedom of expression, etc.), that should be considered by libraries in terms of individual data privacy. The Statement identifies areas of concern that could have negative effects on long-term access to information. IFLA has noted the global application of the Right to be Forgotten within court rulings and legislation and has also issued a background paper as reference material.

Abstract
The history of development of women’s magazines is closely connected with the change of women’s status in the society. In Russia in the 18th century the reforms of social system under Peter the Great and Catherine the Great influenced the development of education and increase of literacy rate. As a result, noblewomen joined the reading as an intellectual activity. In 1779 N.I. Novikov published the first women’s magazine that marked the start of publication of books and magazines for women. In Japan, the first women’s magazine was published by hands of men in 1884 to enlighten women during the Meiji Era (1868-1912), when Japan underwent metamorphosis from the feudal society to a modern monarchy and introduced the new national system of governance, including education. The emergence of women’s magazines in Japan is also related to the increase of female readers and development of system of girl’s education as an instrument of state policy. There was difference in how the concept of “woman - dutiful wife and devoted mother” was introduced in Russian and Japanese societies, but it was adopted in both countries as dominant ideology for women’s education. It is concluded that women’s magazines from the government point of view, based on the concept “woman - dutiful wife and devoted mother”, were used to a certain extent as study guide for character education of perfect women.

Abstract
There are studied the Ways and methods used by libraries to attract users, including provision of services using the modern information and communication technologies (ICT), particularly remote, application of modifications of cultural and educational services, introduction to service sector of the new services, development of propaganda and promotion of reading. It is shown that the modern public libraries are characterized by the extension of library space and enhancement of the communicative environment. The article objective is to demonstrate the diversity of today’s library services, to systematize them, to draw attention to the ambiguity of the situation with the use of services, far from books, and other library resources.

Abstract
The article is devoted to the two-volume collection edition of the selected articles by Margarita Yakovlevna Dvorkina. There are analyzed the principal views of the author on the understanding of the mission of library, on the potential of synergetic approach to the library science research, on periodization of the domestic history of librarianship, library science and library as a social institution, and on innovations in librarianship. There is revealed the high heuristic potential of the articles collection edition.
