Abstract
There is presented an overview of the work of the All-Russian Library Congress: the 21st Annual Conference of the Russian Library Association, held in Kaliningrad and in the cities of Kaliningrad region. There were adopted “The Development Priorities of the Russian Library Association for 2016-2020” and Resolution of the Congress. Vladimir R. Firsov, President of RLA, presented the Report on the activities of the Russian Library Association in 2015-2016. There were conducted workshops, round tables and 17th Exhibition on publishing production, new information technologies, products and services. There were outlined the development vectors of RLA for the future years and approved the results of elections to the Board of the Russian Library Association. The official ceremony of “Dedication to Profession” and awarding of the RLA Medal “For Contribution to the Development of Libraries” and Commemorative Medal of the Year of Literature took place. Krasnoyarsk received the status of “Library Capital - 2017”.

Abstract
The article is devoted to the formation of library axiology in the era of globalization. To make sure that libraries will be really demanded in the post-industrial information society, there is needed to realize the following: firstly, what is the essence of axiological function of library; secondly, what type of value is the social institution of library itself; thirdly, whether Russia needs the value of this type in the era of globalization. There are studied axiological function libraries, social needs, satisfied by libraries, national and universal values. There is proposed the following definition: axiological function of library - is the essential function which enables the use of documentary resources in accordance with values specified by the founder. There is substantiated the status of the library as the national value, ensuring evidence of identity and dialogue of cultures. Library axiology, concerned with satisfaction of absolute and variable needs, should be based on a universal reference system, where the values of Truth, Good, Reason, Freedom, Justice, and others should take their rightful place.

Abstract
Problems of state statistics in the field of library activities are covered in close connection with transformation of the network of public libraries in the Russian Federation. There are presented results of monitoring of the network of public and municipal libraries for the period of 2012-2015, performed by the National Library of Russia within the framework of the All-Russian project “Corporate Full-Text Database ‘The Central Libraries of the Russian Federation’” (http://clrf.nlr.ru). There are designated the key transformations of the regional library networks: reorganization and liquidation of libraries, disunity and heterogeneity, instability and variability of the network structure. These changes are directly related to the goals and priority tasks of the Federal statistical observation over public libraries; which influence the formation of the objective view on the scope of work, directions of activities and resources of different types of libraries, on the actual level of availability of libraries in the constituent entities of the Russian Federation, on the status of library services in the country. There are identified problems of the existing tools of the Federal statistical observation: absence of consolidated data on the activity libraries of all types, the wrong reflection in statistics of the most important indicators, different regional approaches to filling in the forms of the Federal statistical reporting. Taking into account the real situation of libraries, there are formulated the actual proposals on changing the form of Code of Annual report of public libraries administered by the Ministry of Culture of the Russian Federation. The proposed changes are designed to reflect the full scope of library activities of three types of organizations: municipal libraries; state libraries of the constituent entities of the Russian Federation; other organizations engaged in library activities.

Abstract
There is described theoretical and practical value of published 60 years ago annotated Index “Ge-neral Bibliographies of Russian Periodicals 1703-1954 and Materials on Statistics of Russian Periodicals” by M.V. Mashkova and M.V. Sokurova (St. Petersburg, 1956) with introductory article by P.N. Berkov. The latter included short essay, being the first attempt to generalize the history of the development of this area of bibliography from its origin up to 1955, and analysis of periodicals as an object of bibliography. There is considered further development of bibliography, history and theory of national general (universal) bibliography of periodicals after 1955, in particular, terminological designation of its object. Basing on the analysis of current state of general (universal) bibliographic control of periodicals in Russia, the USSR and the Russian Federation, there are outlined the tasks and ways for their further development in the main directions (repertory bibliography of periodicals 1703-1917, current national universal bibliography of periodicals).

Abstract
The article reviews the role and place of electronic bibliographic information, provided online, in the structure of modern informational society. There is discussed the question of reduction of libraries’ involvement in search and retrieval of information, required for readers’ professional activities and personal development. The Internet ability is assumed to reduce the role or even entirely replace the libraries not only in providing information on printed and electronic publications, but also in providing publications themselves to the users. One of the solutions to this problem may be an innovative approach to the information bibliographic activities of various types of libraries. To take a worthy place in the system of information search and retrieval, the libraries need to turn into the actual mediator between the readers and the book. To implement this goal the libraries need to not only timely post in open access the high quality information bibliographic resources and provide online services, but to make them comfortable and attractive to contemporary users. On the example of the Russian State Library there are discussed the possibilities of creation of electronic bibliographic resources and, primarily, the new ways of their representation in Internet. It is shown that the use of online technologies in creation of the bibliographic information allows the bibliographer to communicate directly with readers, getting feedback, considering the requests, discussing the topics, interesting for the users. There are determined the prospects of joining the efforts of libraries on creation and reflection in Internet of bibliographic resources, available in common access.

Abstract
The article discusses the actual questions of clarification of composition and attribution of the oldest East Slavic manuscript heritage in the libraries of Moscow and St. Petersburg. On the basis of comparison of palaeographical, codicological and textual data there is made a conclusion that two separate manuscript fragments RSL, M. 1337 and NLR, Sof. 199 belong to the one codex. That manuscript was a two months worship Service Menaia for March-April written by a scriber for St. George monastery in Novgorod approximately in 1119. On the basis of palaeographic analysis of manuscript there is made significant conclusion on the very important features of the Old Russian script in Novgorod of that time.

Abstract
The article is devoted to an obscure Russian brochure of the 18th century, containing a chronicle of the journey of Peter the Great to Paris in 1717. Instead of the title page that anonymous edition had a description of a medal minted at the Royal Mint in the presence of the Tsar. The peculiar feature of chronicle narration of the visit is that the events of May, 1717 were described briefly with errors; however, June events were covered in more details. The author ascertained that the text of the brochure was almost completely borrowed from a book by J. Rousset de Missy “Notes on the Reign of Peter the Great” which was published in Holland in French language after Peter the Great death. The author of the book, in turn, borrowed the information from the Paris newspaper “Le Nouveau Mercure”. In several cases the Russian publisher supplemented the story on the journey with the material, quite similar to literary fiction. The author of the brochure was Andrey Andreevich Nartov (1737-1813), a well-known writer, statesman and public person in Catherine’s time. He was also the author of a collection of historical anecdotes under the title “Memorable Narrations and Speeches of Peter the Great”. Both works by Nartov were made as compilations from European sources, added by the author’s fiction.

Abstract
Review of the bibliographic Index “The Collection of Book Monuments (Rare and Valuable Books) in the Libraries, Museums and Archives of the Russian Federation (1917-2014)” [1]. There is determined the place of book monuments in the system of cultural heritage of Russia; analyzed approaches to organization of its recording, including, inter alia, preparation of bibliographic indexes. There is marked expansion of the boundaries of chronological period in the reviewed index, as well as the breadth and depth of the covered material. It is emphasized that the used scheme of material classification allowed including books, articles from journals and collections, addressing theoretical and methodological problems in the study of book monuments. Arrangement of material by geographic principle allows revealing and analyzing the status of work with book monuments in the regions of the Russian Federation.

Abstract
There is described the contribution of the well-known expert L.M. Inkova to the development of library journalism, to the assistance to the young authors during the years of her work in the periodicals of the Lenin State Library of the USSR (Russian State Library). There are considered the themes of Inkova’s scientific publications and editions, where she was compiler and editor. There is highlighted the work of L.M. Inkova in the Russian State Library for Youth as Deputy Director and Scientific Secretary, as well as there are characterized personality traits of L.M. Inkova.

Abstract
The article refers to Ivan Vtorov, the famous bibliophile of the Volga region, to his passion for reading, to the way how he assembled his library. The article describes the activity of son of I.A. Vtorov - Nikolay Ivanovich, who granted the book collection of his father to the city of Kazan for the organization of public library; and he continued to send books for twenty years and contributed to the opening of the library. The article reveals the significance of this book collection, that served as the basis of library stocks of the Kazan City Public Library - nowadays the National Library of the Republic of Tatarstan - and played an important role in the formation and development of the Library. There are considered chronological boundaries and characteristics of the unique composition of the book collection of I.A. Vtorov. There are traced the main stages of study of the private library of I.A. Vtorov, and there are marked perspectives of the further research work.

Abstract
The article is devoted to the artwork of B.B. Titov, one of the most prolific and original domestic book artists, whose heritage is still understudied. Analyzing numerous covers and a few illustrative cycles, created by the master during the 1920s-1930s, the author reveals the characteristic features of the book graphics of B.B. Titov, as well as the circle of his favourite themes and techniques. In the laconic figurative drawings by the artist (usually contour or silhouette) there appeared characteristic of that age understanding of book graphics as a very conditional art, designed to reveal not common specifics, but “symbolism of images”. In a most diverse and inventive manner the book artist works with the most hackneyed symbolic objects (hammer and sickle, two-headed eagle), each time playing with these characters in new ways, turning them into ornamental elements. Non-objective covers by Titov, often only associatively connected with the title and content of the book, designed very unusually, clearly detect proximity of the master to Art Deco style. Individuality of the artist appeared as well in a purely typography work, where letters and numbers, as if endowed with human characters, sometimes acting pretty strange, enter into complex relationships. Highly distinctive artwork of B.B. Titov, who managed to synthesize very different from each other stylistic trends, who defined the “graphic outlook” of the products of such major publishers and publishing houses as Gosizdat, “Federatsia” (Federation), “Zemlya i Fabrika” (Land and Factory), “Proletarian” - is extremely interesting and significant, however, undervalued phenomenon of the Russian book culture.

Abstract
On the basis of archival materials of the Russian State Military-Historical Archive there is considered the repertoire of job printing publications, published in the Printing house of the Land Noble Cadet Corps in 1792-1795. They demonstrate that job printing products used in different areas of public and private life (business cards, invitation tickets, advertisements), government control (patents, travel vouchers), trade and commerce (bills of exchange, bills of lading, announcements, price lists, labels, directories, registries), entertainment (lottery tickets, theatre tickets), were widespread in the social and business culture during Catherine’s time.

Abstract
For the first time there is restored the history of the Parisian Publishing House “La Renaissance” after the World War II. There is described the role in the activities of the publishing house of its chief editors: I.I. Tchorzewsky, S.P. Melgunov, S.S. Obolensky, and others. There is conducted thematic-typological analysis of the products of “La Renaissance” Publishing House, which books are considered among the best in Russian Literature Abroad. There are also described the famous authors, published in “La Renaissance”, - writers, poets, literary critics, historians, state and public figures, etc.

Abstract
In 2015 the United Nations adopted “Transforming our world: the 2030 Agenda for Sustainable Development” (UN 2030 Agenda). Access to information and knowledge through ICTs supports sustainable development and helps to improve people’s lives. Libraries are among key institutions that can contribute to improved outcomes across the Sustainable Development Goals (SDGs). IFLA’s booklet lists all 17 Sustainable Development Goals with examples demonstrating the contribution of libraries from different countries of the world to implementation of these Goals. Recommendations for support in libraries’ campaign for inclusion of library issues and access to information in the national and regional plans of development during the meetings with policy makers, government officials or partners are presented.

Abstract
The article describes the state policy of India aimed at the improvement of the role of libraries as centres of education, information and self-study. There are listed the largest public libraries - the national depository centres, receiving legal deposit, as well as libraries, administered by the Ministry of Culture of India. There is considered in detail the history, current status and work plans of the National Library of India in Kolkata, celebrating its 175th anniversary in 2016. There is characterized the structure of the network of public libraries of India at present, based on hierarchical model: state - district - block - village/panchayat. There is presented implementation of the project of Digital Library of India. There is described the plan of “The National Mission on Libraries”, approved by the President of India for modernization of the library system of the country, designed for 2015-2017 and aimed at formation of the integrated library information space, as well as its main components: creation of the National Virtual Library of India; development of network of model libraries; elaboration of the new standards.

Abstract
In the conditions of educational system reforming the quality of education acquires particular importance. Search for the new tools and instruments for conformance to the modern requirements does not contradict with the usage and update of the traditional, proven by years forms of education. The article considers the process of organization of students’ practical training and reveals its significance in developing professional competence of future professionals and establishing partnership of University with employers. There is marked interest to professional interaction from both sides: University leadership and management of the libraries. There is made conclusion on poor development of mechanisms of this interaction. There is also characterized the role of student who is able to participate in shaping his educational path; identified and described the legislative and regulatory basis of the process. Using the example of St. Petersburg there is considered the potential capacity of organizations able to act as coordinators and partners of the University in the process of organization and management of practical training. There is considered and proposed for use the “Model” of organization of practical training, where each block correlates with the specific features of educational process in the particular University.
