On the problems of liberal interpretation of responsibilities for the delivery of electronic publications and audio-visual products by the producers, which leads to significant losses in the acquisition of National Library and Information Collection as an object of cultural heritage and in informing of libraries on information resources published in the territory of the Russian Federation. A comparison of classification features of audio books and audio-visual products as defined by law and national standards. Particular attention is paid to expediency of enhancement of electronic documents varieties as a part of an obligatory copy by amending the existing regulations.

Abstract
Journal of the Ministry of Education was the first (and the only one for a long time) popular science journal in Russia, in which all Russian scientists were published. This official gazette of the Ministry was also a scientific journal in the humanities with preference to pedagogy, history and literature. Especially it is necessary to mention the bibliographic annex to the journal, representing, in fact, the systematic index of all books published in the Russian Empire during the year.

This paper describes the first Russian attempt to build a library under higher educational institution - the Academy, undertaken in the early 80s of the 17th century by Simeon Polotsky and Sylvester Medvedev. The author examines the use of them the term “library” and clarifies the circumstances of the events specified in its importance as a precursor to Peter's reforms.

Abstract
The article is devoted to the second officers' library of the Life Guards regiment, which marks 200 th anniversary on October 1, 2011. The library was established on the initiative and the officers' personal finances and served as the base model for the creation of book collections in the Army Guard and other military units and institutions of the Russian army.
