Abstract
The article presents the thematic review of the work of the All-Russian Library Congress - XIX Annual Conference of the Russian Library Association held on 18-23 May, 2014 in Ryazan, the Library capital of Russia in 2014. The Congress, devoted to the theme «Libraries in the Year of Culture», was conducted at the support of the Ministry of Culture of the Russian Federation and the Government of the Ryazan Region.

Abstract
The most topical issues of the modern library concept are reflected in the Program of the 21st International Conference «Crimea-2014», the most vivid of them are analyzed in detail in the present article, including: National Electronic Library, its architecture, principles of formation and management, the portal design and opportunities for libraries-participants; the national projects of interdepartmental type, such as «Cultural Map of Russia» and «Map of the Russian Science». The author also tells about the library projects in the sphere of social media, about the great program for support of Crimean libraries.

Abstract
The paper analyses the theoretical problems of creating the statistical rates and measurement units in the field of librarianship and scientific research information. These problems include the library collection size, characteristics of user population, the list of available services and delivered activities, research and methodic activities, material and technical basis, communication equipment and services, financial management and library staff.

Abstract
The accumulation of internal and external electronic resources in higher education institutions requires the development of operational management system for data collection and awareness of scientific and academic departments of university or college on the existing information resources. Process Automation Control of the internal and external content of library expands the information base for the educational process and scientific research that contributes to the effectiveness of scientific and educational activities of the universities, as well as ensures the promotion of the domestic resources into the environment.

Abstract
For handling the problem of falsification in science and combating the intellectual plagiarism there is required verification system of document texts originality. The «Antiplagiat.RSL» system can serve as an example of such a system, for it is an independent expertise tool, performing comparative semantic and stylistic assessment of textual matching content. Expert Certificate on the Originality of Text, issued by the Russian State Library, is an official document, containing information on presence/absence of plagiarism in scientific texts.

Abstract
There are analyzed the linear notation manuscripts of Trinity Sergius Monastery of the end of XVII - XIX centuries. Special attention is given to the changes in the design and composition of chant monastic manuscripts in comparison with the previous (kryuki notation) period, as well as to the changes in the repertoire of the monastery library. There are introduced into the scientific use the new scientific facts. The author used in the research the manuscript sources of the Scientific Research Department of Manuscripts of the Russian State Library.

Abstract
The article provides the analysis of M. Musorgsky’s perception of the poem «The Prayer» by M. Lermontov («I, Virgin Mary, now with Prayer...»). Romance by M. Mussorgsky belongs to the genre of the Russian religious romance, filled in with serenity, enlightened spirituality and divine love. In the vocal there are guessed the sounds of old hymns of the Orthodox Church services associated with the Znamenny chant. The composer addresses to the lyrics of M. Lermontov in a tragic moment of his life, and in the image of the Virgin Mary M. Mussorgsky finds solace.
