Abstract
The transition from printed to digital culture has fundamentally changed the approaches, forms and methods (or products and services) that university and academic libraries use for information support of scientific research. Activity of library-information network of the Siberian branch of the Russian Academy of Sciences (SB RAS), organized in the era of printed culture as a three-level system, is undergoing significant changes in connection with the development of digital technologies, scientific communications and reforming of the RAS. These circumstances required the creation of a new model of the library network as an actual information-communication channel, firstly, the way to preserve the accumulated traditional collections. The purpose of this article is to show the advance model for academic library system or network operating within a single complex scientific organizational structure, with their unique printed book collections. To build the model, the author used data on the information behaviour of researchers from the SB RAS, collected through questionnaires, data on the activity trends of university libraries, presented on their websites and in peer-reviewed journals, as well as monitoring data of the activities of scientific libraries. The author took into account both general external factors (information behaviour of users of scientific information, organizational changes in library networks, current trends and experience of scientific research support by academic and university libraries, changes in the scientific environment) and internal (specific) factors related to the reforming of the RAS. The article describes two stages of reorganization of the current model of library-information network of the SB RAS. The article shows how the new model radically changes the old one, as it transforms the structure of resources and collections, the functions of libraries and demonstrates the development trends of competences and skills of library staff.

Abstract
Currently, in Russia, within the system of standards on information, librarianship and publishing (SIBID) there are developing the documents that reflect specific aspects of technological processes for libraries of separate range. Such trends are observed in the group of national standards for scientific libraries. Along with the positive aspects of establishing narrow-profile standards aimed at methodological support of library-information activities of scientific libraries, there arises the need for similar justification of the specifics of all existing libraries (public, municipal, children’s) and the development of similar documents on standardization. In the practice of the International Organization for Standardization (ISO) there is no area for the development of standards for different types of libraries; standardization is focused not only on the unification of terminological directions in the library community as a whole, but also on the interaction with the related branches. In the draft of the developed national standard GOST R “SIBID. Library and information activities. Terms and definitions” there are allocated more than ten types of libraries that have their own specifics, which must be taken into account when organizing the work. Narrow-profile standards were approved and positively evaluated by the target audience — scientific libraries; and the departmental interest of the founders of group of scientific libraries was taken into account. The debatable issue of expediency to develop this direction is the need to elaborate a series of similar standards for different types of libraries. Considering the wide range of cultural and educational activities of different types of libraries, there will be required the substantial revision of classification of services that will actually generate a new document. The author notes the limited nature of action of the draft standard GOST R 7.0... — “SIBID. State registration number of legal deposit copy of printed publication. Structure, execution and use” developed in accordance with the Program of national standardization for 2019. The draft document presents the developed technological process of one organization and does not provide recommendations on the procedure for assigning and using the state registration numbers of legal deposit copies of printed publications for all recipient organizations established by legislation. This draft can be considered as a standard of the organization. The emerging trend of creating narrow-profile standards, on the one hand, contributes to the development of thorough documents, on the other hand is aimed at supporting the activities of specific area. The efficiency of such approach to standardization requires discussion in the library community and, in case of further development, actions to strengthen methodological support for the maintenance and implementation of narrow-profile standards.

Abstract

The article reveals the current state of local lore bibliography in the Republic of Sakha (Yakutia), the main types of bibliographic indexes: scientific-auxiliary, recommendation. The author gives the examples of specific bibliographic manuals, which allow to determine the existing system of local lore bibliography, its methodological, organizational and technological development.

The article notes the leading centres involved in the creation of local lore bibliographic manuals, considers the principles of creating bibliographic resources through the organization of local lore scientific-auxiliary bibliography.

The author presents the analysis of “Bibliography of Yakutia” by N.N. Gribanovsky as one of the samples of bibliographing for all the time of development of local lore bibliography in Russia and gives information about the reconstruction work of this publication. In 2016, the National Library (NL) of the Republic of Sakha (Yakutia) started preparing for the publication of multi-volume universal scientific-auxiliary bibliographic work “Bibliography of Yakutia (1932—2022)” on all the main branches of knowledge: Yakut language, Literature, Literary Criticism, Folklore, Economy and Demography, State and Law, Political Science, History, Archaeology and Ethnology, Culture and Arts, Health Care, Medicine, Education, Physical Culture and Sports, National Economy and Industry, Agriculture, Minerals and Geology, Cryology. It is expected that the publication will consist of 15 volumes and in general will close the existing gap in bibliographing of documents on all the major branches of knowledge for the years 1932—2022.

The author presents detailed characteristics of the main bibliographic indexes published by the NL of the Republic of Sakha (Yakutia), the Scientific library of the North-Eastern Federal University named after M.K. Ammosov, the Central scientific library of the Yakut Scientific Centre of the Siberian branch of the Russian Academy of Sciences, the Scientific library of the Yakutsk Agricultural Academy.

The article reveals the new opportunities in bibliographic activity of municipal libraries of the Republic, analyses the base for compilation of bibliographic resources of the regions (uluses) of the Republic. The author pays special attention to the activities on creation of recommendation bibliography on “Yakut Studies”. The conclusions present the results of the development of the system of local lore bibliography in the Republic of Sakha (Yakutia).

The author highlights that the characteristic feature of the modern system of bibliographic indexes of the region is the integrity of the major types and kinds of bibliographic indexes; the organizational, technological and scientific components are identified in general; and the bibliographic provision of science and practical activity of the Republic is increasing. The presented system develops quite dynamically in the natural way of changes in the life of society.

Abstract

The authors consider the possibilities of popular (recommendation) online bibliography in promoting young people’s reading. Basing on the analysis of the modern socio-cultural situation characterized by the rapid growth of digital interaction, the article raises the problem of fast and qualitative orientation in the increasing flow of information. The authors conclude that the real tool of information and bibliographic search for everyone can be online electronic bibliographic resources of libraries.

There is insufficient information on the use of these resources by modern young people. There was conducted study in 2018 to obtain data on reader preferences and the bibliographic sources to which they mainly refer. Students of the Moscow City Pedagogical University attended it. The sample group consisted of 43 people. The authors assumed that modern young people are focused primarily on obtaining information on the Internet, while they have a need for competent assistance to find and select the right publications. Respondents got the questionnaire compiled of 13 questions. The processing of the survey results consisted of their qualitative and quantitative analysis. In accordance with the set tasks, the study was carried out in the following areas: analysis of sources of information about books and publications used by modern youth, study of inquiries to information resources of libraries, identification of satisfaction with the quality of bibliographic information. The results of the study showed that the respondents prefer to find complete, accessible and up-to-date information about books and publications, as well as the publications themselves, on the Internet. The most valuable and preferred is the bibliographic information provided in electronic form. At the same time, many respondents are not satisfied with their own search for the necessary and high-quality publications both in the libraries and on the Internet. The authors present the possibilities of network resources of popular (recommendation) bibliography as a navigator in fast and efficient search and selection of the necessary publications.

Abstract
The article analyses the contribution of Y.A. Grikhanov to the development of librarianship and library science. The main activity trends of Y.A. Grikhanov were driven by the development tasks of the library sphere since the 1970s. The author highlights the key problems of library stocks knowledge and determines contribution of Y.A. Grikhanov to their resolution. He was one of the organizers of the system of Depository storage of library collections in the libraries of Russia; he worked in the Department of Libraries of the Ministry of Culture of the Russian Federation. The main priorities of the Department activities in 1991—1999 were the creation of the All-Russian information-library computer network, the formation of “National Program for the preservation of library stocks”, the determination of priorities of the state library policy. Y.A. Grikhanov is one of the founders of the Federal Law “On Librarianship” and “The Model Library Code for the CIS Member States”. “The Library Encyclopaedia”, prepared under the guidance of Y.A. Grikhanov, reflects the holistic period of development of library science in Russia. Contribution of Y.A. Grikhanov to library stocks knowledge, library law and philosophical basis of library theory is huge. He is the leading scientist and organizer who has influenced the development of librarianship in Russia and the CIS countries.

Abstract
In 2018, we celebrated three hundred years birth anniversary of the prominent Russian scholar A.S. Barsov (1718—1763). While scientific legacy of other Lomonosov’s contemporaries has been hugely studied in dozens of articles and books, Barsov’s name has been rarely mentioned in the indexes of the extensive literature devoted to M.V. Lomonosov. Meanwhile, a vast array of documents have been preserved and partially published, indicating that Barsov played an important role in the development of book printing in Russia and elaboration of the Russian literary language norms. The purpose of the article is to determine the role of A.S. Barsov in the process of formation of new, secular culture in the post-Petrine time. The authors attempted to highlight the life and manners of academic students and employees in the middle of the 18th century, to show in what difficult conditions there were created the book masterpieces of the Academy, preserved in hundreds of libraries around the world. The article established the main milestones of A.S. Barsov’s life path. He was born in the family of priest; studied at the Slavic-Greek-Latin Academy. After five years at the Academy Gymnasium and University, he was examined by professors and appointed proofreader at the Academic printing house; later on — supervisor of the printing house and its Figure chamber; shortly before his death, he was subjected to severe administrative sanctions. The authors analyse the fate of A.S. Barsov as one of the typical representatives of the early development stage of the academic science in Russia. The article introduced into scientific circulation a number of sources that allow assessing from a new, unexpected angle the evolution of the Academy of Sciences in the 1730s — 1760s. The authors revealed the degree of influence of his activity on the development of publishing activity and librarianship in Russia. The results of this study can be used in preparation of fundamental works in the field of science studies, library science, history of publishing, historiography, as well as special courses on the history of culture.

Abstract
Due to the lack of studies on the history of librarianship in the Border Guard Special Corps (BGSC), this article considers for the first time the history of creation and development of the library at its headquarters. The purpose of the article is the reconstruction of the library stocks, first of all its quantitative indices and thematic content, basing on “The Library Catalogue of the Headquarters of the Border Guard Special Corps” of 1906. The author widely used the method of comparative analysis, which allowed to reveal the catalogue shortcomings, common to pre-revolutionary libraries, and specific features of catalogue compilation, to identify similarities and differences in the subject matter of the available publications and their distribution between Military Department divisions with similar book collections (using the example of “Systematic Catalogue of books of the Library of Headquarters of the Moscow Military District, published in the same 1906, and three additions to it). The core of the source base of the study were the library catalogues and orders of the chiefs of the Border Guard. This study allowed the author to establish the date of creation of the library, which should be considered January 30, 1895, as on that day the Corps Headquarters Order No. 12 recorded the first receipt of books and quantitative indices of the stock, which included 33 authors (names) in 110 volumes. According to the catalogue, by 1906 the library included 454 authors (names) of publications in 1396 volumes. The article revealed the existence of one more library at the headquarters of the BGSC, arranged and operated at Corps Museum. The results show that organising and development of libraries at the headquarters of BGSC and its structural units went in one course with the establishment and further existence of libraries of the Military Department. They had similar departments, same sources of accession, including from the General Staff, depended on the attitude of higher administration and the initiative of the officers themselves.

Abstract
Built between 1889 and 1895, internally fully transformed in the 1950s, the main building of the National and University Library Strasbourg was in 2004 diagnosed with a major potential risk. In case of a fire, the whole building would collapse and destroy all its remarkable collections in less than 15 minutes. Still traumatised by the complete destruction of the Strasbourg library in 1870, local, regional and national authorities decided to create a fully new and safe library within the original walls of this historical building, one of the architectural landmarks of the city. Between 2010 and 2014, four years of moving collections away and in again, of destructing all inner structures, of building new spaces for the users and for the collections, have led to one of the most beautiful libraries in France, joining original elements to modern facilities. Preventing risk was the core of the decision to launch this 65M€ project. The new library now responds to antisismic norms, has a relatively good inner climate stability due to new windows completing restored original ones, has climate control in all stacks and special fire security measures in two historical ones, even has a cold room for storing photographic documents. Cost issues were dealt with from the beginning, leading to some compromises on climate control. All stacks are free from any water pipe, smoke evacuation facilities have not been forgotten, and exhibition areas respond to all official norms. Four and a half years after the completion of the project, it is possible to draw an assessment of its successes and shortcomings. If the overall situation is nowhere close to comparable to what it was before, communication issues, compromises to reduce the costs, constraints of the original building, but also things not as well planned as they should have been, have however impacted the final result. And new themes have appeared since, linked to sustainable development and — very sadly — to security against terroristic acts, that had not been so actual 15 years ago and need to be addressed today. The improvement of the building is a continuous process that is included in the institution’s strategy; reducing risks still is an essential part of it.

Abstract
Library specialists having competencies in the field of modern information technologies and knowledge of information resources, capable to analyse and synthesize heterogeneous information, process data, solve non-standard tasks, are able to develop innovative trends, increase the importance and competitiveness of libraries in the information space. The purpose of this study is to determine the most important skills and knowledge of librarians for the development of new forms and trends in the activities of research libraries: assistant services to scientists, work with research data, creation of intellectual centres, centres of intellectual leisure, organization of communication platforms, etc. The author highlights the key knowledge necessary for librarian: knowledge of modern and advanced information technologies (social networks, cloud, mobile technologies, new generation analytics, etc.), knowledge of the world market of information resources, as well as technologies of collection and processing of information/data. The article presents competences of librarians in the research data management, who provide consulting and assistant services to scientists in the life cycle of research. It is determined that the research data management librarian should know the methods of data management plan preparation, management methods, categories, metadata standards and schemes, data classifications and identifiers, data citation requirements, copyright, data repositories, long-term data preservation technologies, etc. The author concludes that the possession of non-specialized over-professional (“soft”) skills (communication skills, emotional intelligence, thinking by “results” and “processes”, etc.) along with the complex of professional knowledge is the key to the improvement of efficiency and demand of libraries in the conditions of intensively developing environment.

Abstract
On October 22—23, 2019, the Russian State Library hosted the Annual Meeting of the Heads of Federal and Central Regional Libraries of Russia. The Forum, focused on the analysis of the current state of the library sector and the development of priority areas for its further development, was held for the 26th time. The Meeting was organized by the Ministry of Culture of the Russian Federation, the Russian State Library and the National Library of Russia. 294 participants from 57 regions of Russia, including employees of the Ministry of Culture and the Ministry of Science and Higher Education of the Russian Federation, the Main Information Computing Centre (GIVC) of the Ministry of Culture of the Russian Federation, regional authorities, heads and specialists of libraries of various levels, universities, publishing houses and corporations attended the Meeting. The broadcasting of the meetings on the website of the Russian Association of Electronic Libraries significantly expanded the number of participants — there were recorded 609 connections.The main theme of the 2019 Meeting is “The National Project “Culture” as the New Stage of Development of Libraries”. The Meeting considered the issues of formation of the Concept of librarianship development in the Russian Federation, the results and prospects of creation of model municipal libraries within the framework of the Federal project “Cultural Environment”, the development of the National Electronic Library (NEL), the formation of the register of book monuments, including the issues of their digitization and inclusion in the NEL in the framework of the Federal project “Digital Culture”, etc.There were announced the results of two competitions: The Third All-Russian Competition of Library Innovations and the Sixth All-Russian Competition “Library Analytics 2019”. The Meeting included sessions of the jury of the All-Russian Competition “Librarian 2019” and the Board of the Russian Library Association. There were organized two Round tables: “The new mission of libraries — new competences of staff: How the system of professional education of library-information workers should change in the new reality” and “Subject fields statistics (6-NC Form) and Indicators of the National project “Culture””. The outcome document of the Meeting reflects the results of discussions.
