Development of telecommunication and network technologies, expanding access possibilities to the information, generates a number of the problems connected with protection and observance of copyrights. In article aspects of protection of copyrights on the Internet are considered actual for library community.

The article is devoted to actual problem of digital library systems’ introduction in Russian Higher Education. The author offers a possible solution through the direct participation of universities in the creation of digital library systems. It also defines legal, organizational and technological conditions for such participation.
