Abstract

Legal deposit (LD) system, which remains to be the main source of formation of the national library-information stock of documents of the Russian Federation, needs further development and improvement. The purpose of this article is to identify the main problems faced by the modern system of LD in the segment of Federal legal deposit copy of printed publications and to consider various solutions. One of the main problems is incomplete delivery (or non-delivery) by manufacturers of the documents of printed publications issued by them, especially in electronic form, although this is required by the current version of the Federal law “On Legal Deposit copy of documents”. Instead of 16 copies, set by the Law, many publishers deliver to the Russian Book Chamber (RBC, ITAR-TASS branch) a smaller number of them, up to one copy. Situation with the delivery of publications produced in small runs is particularly alarming, as well as there are certain difficulties with the delivery of periodicals, including newspapers.

General provisions of the Law “On Legal Deposit copy of documents” also apply to the copies of printed publications in electronic form. Their inclusion in the LD has led to significant changes for both document producers and LD recipient organizations. In 2017, only 518 of 5775 Russian publishers sent to the RBC the LD copies of printed publications in electronic form. The total number of electronic copies sent amounted to 24.5 thousand (about 21% of all publications issued in the country in traditional printed form).

There are different ways to solve the arisen problems. The libraries-recipient constantly put the question on the need to strengthen the responsibility of manufacturers of documents for the incomplete or undelivered LD. Currently, the Russian State Library (RSL) has developed and published the “Declaration of the RSL on the work with Legal Deposit copy of the printed publication in electronic form”, which explains the most important principles of work with LD of the RSL as the operator of the National Electronic Library. The article considers a number of proposals on improvement of the LD system, in particular, of the RBC, the Library of the Russian Academy of Sciences, the Fundamental Library of the Institute of Scientific Information on Social Sciences. The author concludes that it is necessary to take effective measures to ensure the complete and timely delivery of documents from their manufacturers and stepwise inclusion in the LD of new documents that exist only in the electronic form.

Abstract

The author present the results of study of the activities of national libraries of the Commonwealth of Independent States (CIS) on the creation and promotion of electronic information resources.

The article analyses the open resources on culture and art presented in Russian on the official websites of the national libraries (NL) of the CIS countries.

The author identified and structured the main types of resources of the National libraries of the CIS: electronic publications; electronic libraries; databases; virtual exhibitions, collections; photo-, video-, audio reports. The article presents in detail the resources of the National Libraries of the Republic of Azerbaijan, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Uzbekistan and Ukraine. The author notes that the most common resources are electronic exhibitions and collections, but other types of resources — electronic publications, electronic libraries, databases — are rarely created. Innovation in the activities of the NL of the CIS on the creation of information resources is preparation of electronic reports on the results of past cultural events. The leader in creating and providing online resources in Russian on culture and art is the Vernadsky National Library of Ukraine, followed by the National Library of Uzbekistan named after A. Navoi and the National Library of Belarus. Monitoring of Russian-language sources of information on the websites of the NL of the CIS countries demonstrated that the efforts of libraries in the creation and presentation of resources on culture and art are quite active. Their further development by the libraries will contribute to the expansion of knowledge about the national culture and history of the CIS countries, disclosure and promotion of the collections and widening of the boundaries of free access to the national cultural and historical heritage.

Abstract

The article is devoted to the work of the automated information library system (AILS) “Bibliobus”, developed by specialists of the Library for Natural Sciences of the Russian Academy of Sciences (LNS RAS). The purpose of this article is to acquaint readers of the journal with the specific features of the modern AILS “Bibliobus” that provides complex automation of the main technological processes on the “way of book” of non-periodicals received in the centralized library system (CLS) holdings of LNS RAS. The authors describe capability features and functions of the system, the rules of work with it, the user interface for performing work related to centralized acquisition, book registration and distribution of the incoming books between the CLS libraries, cataloguing, classifying, etc. The system has a number of features that distinguish it from most automated library systems. It is focused on the centralized library network; part of the information is entered in the Centre, part — interactively in the libraries of the network; all the accounting and financial documents required by the centralized system are generated automatically. The AILS “Bibliobus” widely uses the bar coding, it applies to all stages of publication processing on the “way of book”; the bar codes appear on all supporting documents and printed cards. When cataloguing the publications, bibliographer introduces in the main “window” of system the bibliographic description in the format of State Standard GOST 7.1—2003 with some mark-ups, and in additional “windows” — the maximum possible metadata, providing multi-aspect search of the publication in the catalogue; the search fields for e-catalogue are generated automatically. The AILS “Bibliobus” provides for the formation of multi-level records. Its database stores the images of scanned text pages displayed in the electronic catalogue; all operations are logged with the start and end time, which allowed building on its basis a powerful reference and statistical system. The system has a modern user interface that allows the operator to obtain multiple information on various aspects of technological operations.

Abstract

For the first time, there is presented the comprehensive analysis of the works of Soviet artists of book of the second half of the 1920s, engaged in the book design of the collected works. The flood of the book market with multi-volumes of fiction can be considered a kind of revenge of “big forms”, reaction to the previous stage of book culture, where brochure played the leading role. In the second half of the 1920s, the collected works were most often published in soft-covers. Each volume could be issued as a separate book, strikingly different from the other volumes. This gave the artists a certain freedom of manoeuvre and allowed to break the ingrained stereotypes. There was widely used a spectacular technique: the cover drawing was the same for all volumes, but the colouring of each volume varied.

The aim of the article is to expand the established ideas about the book design of the 1920s, to consider and introduce into scientific circulation the forgotten works of known artists. The author carried out the comparative analysis of the multi-volumes issued by the leading publishing houses of those years, using the complex of complementary methods: bibliological, art historical and general historical.

Gosizdat was the undisputed leader in the quantitative indicators of publications of the collected works, but its artistic policy in that area was characterized by old-fashioned conservatism tended to minimize the visual elements. The famous publishing house “Academia” in those years published the collected works quite rarely, but enriched the art of book with graphic cycles of such outstanding masters as V.A. Favorsky and N.P. Akimov. The book designers of the publishing house “Zemlya i Fabrika” were particularly successful and consistent in updating the appearance of the collected works: their works had a broad stylistic range and tendency to experiment. Creative search of artists of the 1920s deserves the attention of book historians, designers, illustrators, publishers, because it can give them productive creative ideas.

Abstract

The article presents the analysis of the new book of the famous bibliophile, researcher and populariser of rare books and bibliophilism, the Chairman of the National Union of Bibliophiles M.V. Seslavinsky about the history of creation, specific aspects of publishing and art design of the famous bibliophilic edition “Cantata” by A.A. Sidorov (Moscow, 1921). Comic verses of the future famous bibliologist and art critic, corresponding member of the Academy of Sciences of the USSR became the text for the first edition of the Russian society of the friends of books (1920—1929), the largest Association of booklovers of the 1920s. Two small runs totalled only 20 copies. The study is based primarily on the copies of “Cantata” preserved in the state collections (the Russian State Library, the State Tretyakov Gallery) and private collections, including the M.V. Seslavinsky’s one. The discovery of new documents on the history of the publication allowed restoring the list of owners of the autographed copies. Using the copy-by-copy method, the researcher succeeded in describing the numerous design options of the rarity of bibliophile publishing. The use of art-historical methods allowed to finally establish that the prototype for the image on the engraving “Bibliophile in 1920” (artist N.B. Baklanov, engraver I.N. Pavlov) was A.N. Benoit, the famous painter. The author introduces into circulation the handwritten poetic epistles of A.A. Sidorov to the owners of the autographed copies and other unique materials about preparation for printing, distribution and provenance of “Cantata”. In general, it can be concluded that M.V. Seslavinsky’s approaches to the analysis of “Cantata” can become basic in the study of bibliophile book as a special cultural phenomenon and trend in book publishing.

Abstract

The article examines the biography of Olga Pankratieva Teslenko (1911—1974), the eminent library scientist, developer and the first chief editor of the Library bibliographic classification (LBC). Her name is inextricably linked with the history of the national Library bibliographic classification and introduction of LBC in the practice of libraries.

The purpose of the article is to reveal the significance of personality of the scientific supervisor in the formation of potential of sustainable development of the national classification system, ensuring its fundamental nature, comprehensiveness and integrity at all stages of the LBC development.

The completion of publication of LBC schedules for scientific libraries (1960—1968) became an outstanding event in the national library science. Theoretical development of the LBC was most fully reflected in the Introduction to the Classification and in the numerous articles published in special periodicals. There were formulated theoretical and philosophical principles of LBC construction, substantiated the sequence of the main classes, the principles of classification of sciences. O.P. Teslenko has developed the priority table of LBC index signs for their automatic ordering. O.P. Teslenko made significant contribution to the study of issues related to the use of LBC as a language for automated information search. She carried out a lot of work on the analysis of LBC schedules in the light of the requirements of the automated information retrieval system (IRS) and developed the program of schedule optimization. As scientific supervisor, O.P. Teslenko created organizational structure for coordinating activity with the largest libraries of the country, their interaction with scientific and branch institutions and organizations cooperating in the development of the national classification.

O.P. Teslenko’s articles on LBC, published in press, have found the response abroad, were translated into many languages and still serve as a source of theoretical and methodological basis in research studies on classification of sciences and library and information activities.

Abstract

In 2018, the Mayakovsky central city public library reaches its 150th anniversary. The purpose of the article is to show the library’s commitment to traditions, the desire to deeply understand its history, to identify and implement innovative ways of development. The past of one of the oldest libraries of St. Petersburg is closely connected with the history of public life of the city, with priorities of democratic intelligentsia, the activities of predecessors, the founders of the library, its owners. For many years the Mayakovsky central city public library has been studying its own history, realizing that the passed way and loyalty to the best traditions help to determine the vector directions of further development. Currently, the organization of corporate network of public libraries of St. Petersburg is one of the most productive ways of development, as it allows optimizing the various costs and rational use of the available resources. This is the unique and successful project, which united the libraries to create and use information resources on the basis of unified technological processes that considerably increased efficiency and brought the quality of the user service to a new level. The library actively develops and implements innovative forms of work related to methodical, bibliographic, publishing, cultural and educational activity. The activity of library gets positive response not only from libraries of St. Petersburg, but also the library community of the country. Numerous applications for professional training in the Mayakovsky central city public library from various regions of Russia demonstrate it. Positioning itself primarily as an information centre, the library is actively developing its own resources, such as Electronic library and Virtual reading room; the new virtual forms of service are remote joining the library, electronic library account and online consultant. These areas of service allow the library to remain the recognized leader of the library community of St. Petersburg.

Abstract

The article presents the activity of the Department of Scientific Bibliography (DSB) of the State Public Scientific-Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) for 60 years in information support of scientific research in Siberia and the Far East and creation of the system of regional bibliographic informing of the research institutions of SB RAS in relevant scientific areas. The authors describe the activity of the Department for study of bibliographic provision of science in the region and preparation of analytical reviews of natural science and Humanities. In the time perspective, the paper presents the activities of DSB on automation of bibliographic processes, the formation of databases (bibliographic, full-text), current and retrospective indices, creation of the scientific base of Siberian bibliography and informing of subscribers in the mode of selective dissemination of information (SDI) and differentiated services for executives (DSE).

The authors highlight the Department activity for the preparation of Union catalogues of books and periodicals of Siberia and the Far East, in particular, the Union catalogue of Siberian and Far Eastern books, which is included in the list of core projects of the “Program of National Bibliography Development in the Russian Federation for the period up to 2020”. The article presents the main indicators of the research activities of the Department (publications in journals and collections of studies, presentations at international, national and regional conferences), successful cooperation with science supporting foundations, participation in integration projects; methodical assistance in holding seminars and consultations on bibliographic description, methods of bibliometry, altmetry. The authors outline the prospects of further activities of DSB within the library and information activities of SPSTL SB RAS: development of new electronic tools to solve the problems of scientometrics, the study and application of the developments and achievements in the field of information and communication technologies, etc.

Abstract

The National Library (NL) of Korea holds about 16.3 million digital information materials. Since 2016, the NL has been receiving legal deposit copies of e-books, digital copies of publications, magazines and newspapers. The article analyses digital services of the NL of Korea and identifies the main problems in this area.

The NL of Korea is the main library of the country, actively developing the inter-library relations, cooperating with libraries of the Republic of Korea and around the world. It developed the Reference service “Ask a Librarian”, created the Catalogue of digital books, the System “Free Access to Korea” and offers the services on providing information in alternative forms for people with disabilities. The NL designed the automated library system and implemented it in 1094 library. The NL of Korea started the work on creation of the China-Japan-Korea Digital Library Portal. There is a number of problems: acquisition of electronic legal deposit copies, lack of the content for some projects, lack of information services, optimized for the users requirements. The purpose of this study: professional dialogue in the world library community for the exchange of experience, knowledge information resources and for sharing of library content. The article presents the Three-year digital service plan. The author describes the goals and objectives of the NL of Korea: the expansion of the library holdings in the digital environment, the improvement of operation of digital resources, the activation of mobile services and popularization of humanities knowledge through digitization.

The principle of operation of all Korean libraries is changing from data collecting and information storage to implementation of information. The author concludes that libraries should quickly respond to the information technology changes. Nowadays, there increases the importance of collecting and storing of all information resources of the national value.

Abstract
Public libraries, realizing their social functions, contribute to the social and cultural development of the region. One of their main functions is education, dissemination of knowledge that forms the culture of person and worldview attitudes. The article reveals the long-term activity of the Ryazan regional universal scientific library named after Gorky on the information resources representing the pages of life and work of Alexander Solzhenitsyn, the Nobel Prize laureate in literature, Honorary citizen of Ryazan, the world famous writer and publicist, educator, public and political person. The author reveals the significance of creative work of A.I. Solzhenitsyn in the public life of Ryazan and the region; analyses the experience of library work with the documents from the library holdings. As example, the author presents educational projects implemented in the partnership with organizations and institutions of the city: the Scientific and educational centre for the study of heritage of A.I. Solzhenitsyn, the Ryazan Solzhenitsyn society, as well as with writers and local historians. The article considers classification of types of resources on A.I. Solzhenitsyn, including personal documentary sources of the writer’s life, the documents of book collections of libraries, bibliographic databases, catalogues and card files, electronic resources created by librarians; provides examples of the above resource groups, including electronic ones collected through partner organizations and posted on the website of the Ryazan regional universal scientific library named after Gorky.

Abstract
The article presents an overview of the Round table “Publishing activities of libraries: present and future”, held on November 29, 2018 on the initiative of the Russian state library in the framework of the International fair of intellectual literature Non/fictioNo 20. The purpose of this review is to answer a number of questions on the assessment of the current state and development prospects of the branch, the relevance of the main issues raised for discussion and consideration of them from different points of view. The author considers the statistical data of the Russian book chamber on the number of libraries in the country engaged in publishing activity, on its performance, thematic areas and repertoire. The author presents the opinions and main theses of the participants — representatives of library community, publishing, book distribution structures and government agencies — on the development trends in publishing activities of the libraries of different levels; and describes their publishing products. The article describes the tasks, repertoire, methods and forms of financing of modern professional library publications. At present, many libraries are not the subject of publishing activity, but work in cooperation with other publishing structures; it is not always taken into account by statistics and, therefore, further analysis and comprehension is needed. The author evaluates the experience of partnership between libraries and publishers using the example of specific projects. The raised problems are relevant, and currently there is a high interest in the publishing activities of libraries. There is a need for further discussion and analysis. The round table meeting is considered as the beginning of detailed conversation, which will be continued at further events.
